Proxy server: how to configure  RSS feed

Hi! A newbie here.
I am supposed to submit a project on project server written in Java. But the fact of the matter is that I am still grappling with the language basics. Anyway, I got the source code from Herb Schildt's "Java 2: The Complete Reference". And the applet runs! But I am running into a lot of problems. In fact, it seems like I will need an additional web server. I have two computers, both running Windows XP, and connected thru a LAN. And I think my personal web server(the one shipped with MSWinXP) is running. Need help with this topic also.
I type something like http://localhost:80/ on my browser's address bar to retrieve the index.html. But the applet says that 'access denied ..java.net.SocketPermission ... java.security.AccessControlException ....'. So I thought maybe I should share the folders which is the root folder for caching. This is I did, but to no avail.
My root is C:\Inetpub\wwwroot.(Can't it be just C:\). And yes I did configure my browser(IE6) to use a proxy server - address:127.0.0.1 and port:80 (hope that's correct).
So what's the problem? If somebody has that book, or if someone has done a project on the same subject, please help me out here, or else I am going to spend another year in the same class. Links to tutorials, other source codes, resources, etc are highly appreciated. I am sorry if I sound too lazy. I just don't have enough time to learn the language in its entirity. But I will definitely learn everything I need to once I submit the project and pass the exam.
