Does anyone know the history of why in UK, most Commonwealth countries, and Japan people drive on the left side of the road and the rest of the world on the right side?

I guess it depends who built the roads which explains why the Commonwealth countries drive on the left.
In Japan , perhaps it's because the Prisoners of War built the roads - mainly from Australia, New Zealand and Commonwealth countries.
Countries that drive on the left
Countries that drive on the Right

The diference comes not in which side of the road you drive on but on which side of the car the drivers position is. Each position causes a lot of different problems and types of accident, I don't remember which position is safer, but I do remember they aren't equal.

Now, why the British government made the road traffic rule that people must drive on the left side of the road?

Sometimes countries switch from one side to the other.
The Netherlands used to drive on the left side (a.k.a. the wrong side) of the road until WW2. After the war we switched to the right (aptly named ) side of the road.
Maybe the fact that the Germans had stolen just about anything with wheels and those vehicles were replaced in large part by US Army surplus (and German war booty) vehicles helped push the decision.
There IS of course a country where they take the ultimate democratic view and drive in the middle of the road: Australia

SJ Ponsardin was right it is to do with which hand you use your sword with which means which side of the road you have to ride on. Because if your right handed you wear your sword on the left and if you have to fight people you want to do it on your right hand side. So by being on the left you ensure the people are on the right.
Found this interesting piece on the subject http://vea.qc.ca/vea/articles/britsdrive.htm
This works great for us lefties nowadays though because it puts the gearstick on the left.

Could be! Could be! That's the best reason why so far!
Other reasons : Pope Boniface VIII ordered pilgrims on the Bridge of St. Angelo en route to and from St. Peter's Basilica in the jubilee year of 1300 to keep to the right.
The Ancient Romans probably drove their chariots on the left. Jousting knights held their lances in their right arm but kept to the left.
