If this is true (which remains to be seen, it sounds like scare mongering to me by someone who desperately seeks some airtime) it seems that Iran is back to their old tricks again.
Iran certainly has the technology to launch such an attack, but Kurdish involvement would be strange.
The Kurds are no friends of the Mullahs or the Iranians in general, having seen persecution there for their beliefs and territorial claims for decades.

There are various factions of Kurds in the region, with varying motivations and alliances. This doesn't seem out of the realm of possibility at all. That guy Mansoor Ijaz is considered fairly connected and well respected in his field.
