For me now (yes, now, why are you looking at me strangely?) - that's tougher. The Tick is a good candidate. (Not to mention Arthur, Die Fledermaus, Sewer Urchin, American Maid, and Dinosaur Neil. And the Caped Chameleon even though he only appeared once.) I'll also agree with Mark Fletcher on Neil Gaiman's Sandman, and Bone. (Well if we're talking characters I prefer Death over Dream , but anyway...) Swamp Thing was great, but not for the character so much as the story, IMO. A few other favorites are Rorshach, the Confessor, and most anyone in Alan Moore's Top Ten.
