TIF files are best for standard textures, and 32bit TGA are best for textures with transparency, because it saves transparency into an alpha channel.
24bit TGA can be used for standard textures instead of TIF, but TIF is preferred. Game designers use mostly TGA files, and they can convert from TIF to TGA easily themselves. People doing 3d rendering can use the TIF file directly. BMP files have high quality but a large file size that's why TIF is preferred.
