Do you want to talk about general development or specific like:
Roads,Harbors,Child,Health care,Science and technology,Water, irrigation,Export, employment, efficiency, planning etc? or are you talking about political party's 'Shining India' campaign? Thats nothing more than political agenda till election.

I think country has imporoved quite alot compared to last 25 years.Main reasons I think are:
1)Globalization bringing foreign investors thereby making Indian businesses working and less monopolistic!!
2)Less dependency on buerocracy while starting business or in general any matter.
3)Increase in literacy.
4)Increase in employment/export business opportunities due to govt. policies.
5)Partial improvement in roads,electricity grids.
[These are due to all previous/current govts!!]
Still alot to be done such as
1)Reduction in corruption
2)Enough water,electricity,housing for all.
3)Increasing literacy
4)Improvement in education(qualitywise),research
5)Encouraging sports
6)Descent employment for people with less education.

In the scientific sector, I would like to see more R&D centres being setup in India. In countries like USA, Germany, a lot of spin-offs arise from the research labs and/or universities. Do we see such a thing happening in India from major academic institutions like IITs, IISc, BITS.... If yes, then please do let me know. I would like to get more info about them.
I would like to see a person who after completing his PhD either abroad or at home get opportunites in research labs rather than ending up as a lecturer in an engg. college. Please note that I am not saying that the latter is not good or something like that. I am talking about choices. But in India, we dont have a choice or do we??? What I mean to say is a highly qualified person(PhD) should get opportunites by way of doing research in his field of interest at R&D labs. This would attract a lot of people pursuing doctoral studies abroad to return to India and leverage their know-how in developing India.
Regards.

Its like the election manifesto from ruling parties!
Last five years our administration worked towards eradication poverty, illiteracy, and corruption.
Please elect us, because next five years, we will be working towards eradicating poverty, illiteracy, and corruption.

I guess its the usual 'A lot done; A lot more to do' stuff there in India!

If EC stands for Election Commision then its independent by constitution.
Yeah, but how did the squirrel get in there? Was it because of the tiny ad?
