I was browsing some code and stubled upon something along the lines of:

if(DEBUG)
System.out.println("error...")

Is there a debug system property or a jvm argument which signals
debugging output to be allowed, or is it perhaps just something
unique for this code?

Just something unique for that code -- look for a static variable by that name in the class.
