Programatically when you create the application program and want others to use your application if there are some limitations in your application .You can specify it.
One thing that comes to mind: maybe the question is whether you can limit for example the features of the program, perhaps if it was a demo version or something that needs to be unlocked to use the full version. If so, the answer is yes. I know that's obvious, but I'm trying to help clarify the question more than find an answer at this point...
