java compiler as per my knowledge Sun folks write the code and store it in appropriate packages
for Example : java.lang.* or java.util.*; etc etc


But what code constitutes the JVM?

The java.* and javax.* packages constitute the class libraries. The compiler is in packages com.sun.* and sun.*, as is the JVM.
 
It is sorta covered in the JavaRanch Style Guide.
