what are access modifiers and access specifiers in java


can any one explain me please?

I have only heard of access modifiers( like private public etc ) and
non-access modifiers( like strictfp native etc !)
Are there any differences at all between specifiers and modifiers?

Is there such a thing as a specifier at all? I couldn't find "specifier" in the Java Language Specification index.
