One important thing is to do is to have as many keywords that match to media or something you put up in the meta tag and the rest of the body. This will automatically make not only Google but also other search engines find your application.Also try to have some links to related popular sites. In particular to Google, you can add your site to its database using the Google Submit Content .

There's nothing you need to do to "enable" the pages. If they're linked from somewhere else, Google will find and index them sooner or later. You can speed up the process by submitting the base URL to Google for indexing.
If you want to improve search results once the pages are indexed, that's a huge field called "search engine optimization" (SEO) that you can investigate.
You can register your site with google but this does not guarantee your site will be listed higher up on google search results. (And you don't necessarily have to submit your site for google as google crawlers will find your site and index your pages.)
This depends on something goole calls page rank. The exact algorithm is not known but more less the number of other sites that have linked to your pages is one of the key factors in getting a higher page rank.
It is not an easy thing to get a high page rank through natural listings. You may want to consider other direct marketing methods such as pay per click etc.

I am using jsp to build the view, i mean the view which are build are dynamic and my web application in a packed (war) file.
Does this make any sense.

It does make sense, but it has very little to do with the problem at hand. Read up on SEO to find out how dynamic content differs from static content as far as indexing goes. Google's site contains a number of hints on what a site should or should not do (it's called 'Google Webmaster Tools' or similar). A Google employee named Matt Cutts is also blogging and vlogging about this.
