jspDestroy method query

As per Marcus Green notes -
"The jspDestroy method is little like the finalize method in a plain old java class, in that you cannot be certain exactly when it will run"

My understanding from the above line is -
(A) Both are invoked once and usually used to release resources.This is true
(B) It is not certain for when both will run. True for jspDestroy as well. Please confirm if this is true

I know that there is no guarentee of whether finalize will ever run as well. Does that hold true for jspDestroy method as well.

Please clarify.
