Question on load-on-startup tag in the DD

In HFSJ (2nd edition) page 628, it says if the servlets with the same value in the load-on-startup will be loaded in the order they appear in the DD.

But in the Java Servlet Specification 2.4, it says the container will decide the order.

Does that mean HFSJ is not correct? Any ideas? Thanks in advance.

According to the specs, and my own copy of HFSJ, the container will load servlets with a lower load-on-startup number first. However, if the servlets are declared with the same load-on-startup value, then it's up to the container to decide which is loaded first.
