why sun has different passing score for different exam version

I am sorry for asking agin in this forum i already put this question in SCJP programmer forum but i thought i might get a better reply here.

For ex. for SCJP version 5 the minimum passing score is 59% but for SCJP version 6 the minimum passing score is 65% what is it so, any body has any idea?
