I noticed some ads on the site of a political nature. Does the ranch endorse specific political ideas? Does it just allow any one who wants to to advertise? Are ads handled by an outside source? What's the policy here?

No, none of us here endorse any of stuff that's being shown in the ads; especially not those of a political nature. They're all handled through the Google AdSense program. (The banner at the top of the page is different - we put that there, and it's for stuff we think is cool.)

We've seen some of the ads you're referring to, and taken steps that they won't be shown again. If you see something that you think shouldn't be there -which probably is just about anything not related to software development- please make a note of the URL that it's pointing to. If you send that to one of the moderators we can take appropriate steps to make sure it gets blocked in the future.
