Is your web app set up properly as outlined in the JSP FAQs?

There is no trick to it. As already suggested, go through the FAQ and verify that your web app is set up properly for EL. Your configuration file needs certain entries and you also need specific jars in your classpath.

Clarification: for JSP 2.0, no jars are needed -- it's all native to the container. All you need to do is to make sure that your web.xml is properly set up.
