Hibernate Validator is a validation framework for Hibernate. You use it to add validation rule into your mappings. These can just be a repeat of the constraints you have already defined in your data model (in which case they only really help when it comes to schema generation) or they can be the sort of rules its harder to introduce into a relational model (e.g. a custom rule that the third letter of a String must be "Z").

It is questionable whether you should introduce validation rule into your DAO later, but if you are so inclined Hibernate Validator makes this an easy thing to do.

The documentation is a good place to start. Have a read through this, try some stuff out and if you get stuck ask more questions here. We'll be glad to help.
