Context attributes thread safe or not?

I am still confused about this.Some sites say since all requests can access them,they are not thread safe.Some sites say,since they can't be changed when the aplication is up,they are thread safe.

you cannot change context init parameter. (thread safe)
but you can change context attribute (not thread safe)
