like denny 's dvd project should we create property file and get saved configuration parameters as default ?

so that next time user connect, we can offer the same configuration parameters as a default.

Most of the requirements indicate that the configuration must be persistent between runs of the program. So it is one of the must conditions to follow.
You have to provide a default configuration while starting up your application for the first time. User is allowed to change the configuration and the changed configuration should be saved in either Properties file or other alternatives.
The latest configuration information should be retrieved in subsequent start ups

You may consider other options instead of Properties files. So it is not mandatory that you should use Properties file.
