Packet too big problem

Hi, I have a problem during file uploading larger but 1 MB.
When I check max_allowed_packet in mysql, I see that it's configured to 1 MB. Now when I want to change it, It' can't be applied, and I got an error constantly.
I was fallowed the steps from mysql http://dev.mysql.com/doc/refman/5.1/en/packet-too-large.html or http://dev.mysql.com/doc/refman/5.1/en/program-variables.html
and if I try this I got an incorrect syntax message from mysql.
If I try to configure this variable from configuration file (my.ini, which is stored in C:\Windows folder), but putting fallowed commands
still nothing. I check it by :sow variables like'max%'; , and still it's stay 1MB. And if try to run my program I got an exception. What should I do?!
