Is it better to load the classes at startup using static

or at Runtime using Class.forName()

Regarding the Performance issues.

What kind of application is this that you are even worried about such trivial points??

A simple webapplication where the avg usage is 100-200 clicks per hour

This is premature optimization. Test it and see, but 100-200 clicks per hour is minimal enough that you shouldn't have to do much performance tuning.

You can even load JUNIT and even SHALE jar in the classpath ....
it wont affect the perfomance .....
