Can we build browser based apps specifically to run on the webkit based browser
that comes with Android? Is it compliant with all the other mobile browser specifications
like WAP etc...

SCJP 5.0, SCWCD 1.4, SCBCD 5.0, SCDJWS 1.4 & 5.0, SCSNI, ICSD for XML, SCEA 5 , ACE: Flex 3.0 and Air, ACE : Flex 4.0

Some JR users are already develping webkit webview apps..

My Android App in that category is Xspot, which is a Loopt clone tha tuses Google services much like Latitude.

Is it compliant with all the other mobile browser specifications like WAP etc...

WAP is not available in WebKit. That being said, one could, in principle, build a WAP browser as an Android activity. That might even be popular among hardware makers and mobile carriers, if you're looking for a potential money-making app to build on Android...
