Eclipse current policy properties - Unexpected Behavioor with JasperReports

Hi all,
I'm trying to generate reports using MyEclipse(version 6.5) + Jasper Reports + MySQL.
(Reference: http://www.theregister.co.uk/2006/10/24/jasperreports_tutorial/ )

jdk compliance - 5.0
I have included all the required jar files.

this is the code in catalog.jsp file:



This is just a sample jsp.
On running this web project, it shows the following on Eclipse console


and the catalog1.pdf is created with 0 bytes on first run and when i run again, then the actual required pdf is created.
Also this current policy properties doesnt appear second time (when the proper pdf is created)
Hope i was clear in stating my problem
Can anyone please explain this behavior?

Please let me know if you need any more information to solve this.
