What are my options for embedding a JPEG into a template?

Hi

I know I can use FOP for this, but before I get into that I was wondering if it's user friendly from a design perspective.
We need a simple WYSIWYG editor to draw up the templates, these guys are not developers.
We add the templates to source control and when you get a fine or we print a duplicate we
want to insert your details as well the proof of you being a very naughty boy.

Any ideas before I get going in a few days?

So the user can edit this template online, and later you want to create a PDF from it?

No the user doesn't edit the template.
The template is designed by some business analysts, they put in all the legal mumbo jumbo and fiddle with the layout.
That template is then added to source control, and at runtime we'll add some personal details and this image and print to PDF.

Someone in the office suggested that if it's designed as a PDF it's even easier, but I've no experience here though it does sound like it would
simplify matters.

You can buy tools from Adobe that allow you to design PDFs; check out "Acrobat Professional".

Sounds good, that and iText looks like a simple combo.
