How is this Pound symbol getting into the JSP? Is it UTF-8 encoded at its origin?

Well, that character must somehow have become part of the JSP/HTML page, and the question is: was it UTF-8-encoded at that point? If it wasn't, that would explain why it causes problems on an UTF-8-encoded page.
