The key to this will be the XML Security library. It comes with example code. See item 2.3 at http://santuario.apache.org/Java/faq.html

I'm not sure what Tomcat has to do with it, though. If you're running Axis, take a look at the samples that come with the Rampart module. They demonstrate how to handle digital signatures.
