I had HTC Touch Pro who's Operating System is windows.
Now can I able to run Android on my HTC as T-mobile G1 also a HTC Mobile. If so, How can I do that for development purposes ?

Please search the debian pacakages if available for your mobile(Try googling).

I think you can run android on it.
