Emulator Error: Too many emulator instances....

When I try to start emulator, I get the following error:
it seems too many emulator instances are running on this machine. Aborting

1. I checked my ports(5554-5587) for availability using netstat and they are free
2. I did adb kill-server and also checked my task manager to see if there were any instances of adb running. There were none.
3. Even a cold reboot did not help.

Googling led to this -

If you are running is on a linux machine, make sure "lo" interface is started. It's required for emulator to bind ports to localhost. Simply do a "ifconfig lo up" or on fedora "/etc/init.d/network start"


My OS is Windows XP. What is the equivalent for a windows machine??

Please help.

If you have Windows Firewall (or another software firewall) active, try temporarily turning it off and then running the emulator. If that clears up the problem, then you need to teach the firewall how to open up the ports the emulator needs.

Now, I would have to figure out how to teach my firewall a lesson! ;)
