I came across this license4j, is there an equivalent open source API? I could manage to find only open source oslc from sourceforge. Which does not have create license options.

Is there any other open source API for creating and validating licenses?

Any URL and your experience with it is greatly appreciated.

Check out TrueLicense (on dev.java.net).

If you are not satisfied with open source, you can implement yourself.

In my experience, implementing license manager is easy, and in-house license manager is much more suitable to specific requirements.
