A PDC is a kind of DRM-protected PDF. LockLizard is the free program which lets you read them, given appropriate keys, etc. Why do you want a different program? This isn't a cracking thing, is it? You're not trying to read some files for which you don't have the keys, are you?

Ah, OK. Well, that's exactly the point of a PDC. You're trying to "unlock" it, so that it can be opened without the keys. That's often called "cracking", or even "piracy".

We here at the Ranch take a hard line on copyright laws; many of us are authors ourselves and don't want to see people depriving other authors of their due. I'm closing this thread now; please forget the whole thing.
