How do you shut down a process by port number? (Vista)

Sorry if this is not the right forum, Im not sure where this should go.

But I have occassional problems with eclipse shutting down and when that happens tomcat will keep ports 80 and 8009 in use. WHen I restart eclipse it says tomcat is stopped, but when I hit start it tells me those ports are in use. Tomcat doesnt seem to be in my list of applications from the task manager or when I use the "tasklist" command

So anyone know how I can easily stop these ports from being used without having to restart my system?

Tomcat comes with scripts named "shutdown.bat" and "startup.bat" (also shutdown.sh, etc, for UNIX-like environments). They're in TOMCAT_HOME/bin . Use bin/shutdown.bat to shut tomcat down.
