Appending to a query result

Is it possible to append text to a column result within the query itself? The way our system is, I need it to return the result wrapped in the CDATA tag. The below doesn't work, but should illustrate the idea on line 4:

Does it work if you use "||" instead of "+" ? I've used the two pipes as a concatenation operator in the past in Oracle. I've never tried plus.
