It can definitely be applied to and integrated with any SOA methodology. We include a complete methodology in the book for implementing Software Pipelines, but think of it as an "overlay" methodology -- something that works in conjunction with your own existing practices. The methodology covers all phases of the process, but again its not intended to govern everything you do, just to elucidate the things you need to consider when developing a highly scalable service-based application, and more importantly how to ensure you get the results you want when you implement.
The book does include a reference framework, that very much simplifies how you can implement a service-oriented application, plus it describes the main patterns we have found useful in implementing pipelines. The deployment strategy is presented too, but that actually can be implemented a number of ways (the reference framework provides a simple one to start with).
