If a user uploads a large size image then how to format the image in to a low bandwidth size? Is there any tool that I can use with my servlet/jsp page, so that some buddy uploads an image the code or tool will convert the image in a small size.

Sounds like a job for the JAI (Java Advanced Imaging) API.

Moved to a more appropriate forum.
