java.net.ConnectException: Connection refused: connect

When i try to connect using the ip and port number i am getting the following error

m_socket = new Socket( m_ip,m_port );

java.net.ConnectException: Connection refused: connect

Can anyone help to resolve the issue.

Is there a service listening on a machine with that IP address and that port?
Is there a firewall on that machine?
 
Don't get me started about those stupid light bulbs.
