From where to download htc emulators ?

Can we install J2ME application on this phone ?

I have, but I had to install IBM's J9 emulator, because the phone in question wasn't sold with built-in Java support.

Normally you get the emulator from the telephone carrier, not from the manufacturer. While the manufacturer provides the raw hardware, the carrier is usually who determines what software to load into it and how to configure it. A prime example is Sprint and HTC. HTC makes a number of phones with GPS built in. But Sprint (and Verizon) disable the GPS under normal circumstances and use trilateralization to locate phones instead. Although rumor has it that a 911 call can tap the internal hardware.
