Need Help regarding a project using servlets and JSP

Guys i have given a Project, to be done using Java- J2EE( DB2 as back-end,Rose and web-sphere)

the project name is City Info
this project provides information of the City to various users,tourists and businessmen across the nation.
Information includes : City History, Monuments, Tourist Places, Types of Businesses,..etc

it must have a chat facility and SMS/e-mail service to its user.

I have not done any Live Java Project before..
So i wanted to know.. from where to start.

What step should i first do..?
how should i manage the work.. i have to complete this project till October.

as i am still studying servlets ..

Please needed Help

I reccomend choosing your development methodology, designing the layout of the system (read up about MVC) and then start building it. And finally test it

one more thing .. i have to sumit the documentation(SRS, Case Study, DFD's .. etc) also..!

so .. do i need to do theoritical work first.. or directly start coding!

Also in coding what shuld i do first.. should i manage the Database Tables first or Servlets/JSP part.!!

This is a fairly large undertaking for someone that's never done a Java project before.

so .. do i need to do theoritical work first.. or directly start coding!

What would you code? With absolutely *no* design, data model, etc. there's nothing to code.
