What will that entail? Why is this(voting) open to the general public?

Signing the petition is just that - publicly stating that you're supporting it.

Why is this (voting) open to the general public?

It's not - it's open to member countries of the involved Technical Committee of the ISO, not individual people.

Oh okay So its just THAT right?. I just wanted to check I hadn't forgotten how to read or my eyes weren't deceiving me or something.

When I say what would that entail? I mean to ask just that. What would that(MS office format becoming a standard) entail? How would that affect me? what are its practical repercussions? This seems like something webservice providers might be interested in? enlighten me a bit.

But individuals are being allowed to sign this petition regardless of country of origin(no drop down menu to restrict).

Ah, I thought when you said "voting" you meant the actual ISO voting process. The petition can indeed be signed by anyone.
