why is a socket from one group receives data from sockets in another group?

how is it possible that a Mulicast Socket from group 126.96.36.199 on port 4446 recieves data from a MulitcastSocket 188.8.131.52 on port 4446 on the same machine where time to live is 0?
this is only happens only our linux machine not on a windows machine
