How to create a role in LifeRay

I'm trying to set permissions for a role in Liferay 5.2.3 (Liferay-portal-tomcat-6.0-5.2.3.zip) in Control Panel-> Roles and in Actions for the role Set Permissions for the role. Then I click Add Portlet permissions and select Web Content. Then I select Portal for all options. The problem is that when I log in as a user with this role and I click on Control Panel shows only My Account and My Pages. I do not know what I'm doing wrong. Another problem that seems related is that if a user is assigned the role Publisher Control Panel also shows only My Account and My Pages.
