does jsp:getProperty keep looking in all scopes for the property since there is no scope attribute for getProperty standard action?

No. For <jsp:getProperty> to work you should create or locate a Bean with <jsp:useBean>.

there is scope attribute to useBean standard action where scope attribute is not present for getProperty.
