download size limit in windows

My customer is facing an issue while downloading a zip file whose size is 2.6 GB.
He has used different browsers, IE6, IE7 and Firefox 3.5.1, but regardless of browser his download stops exactly at 1 GB.
Is there any policy in Windows which can set download limit for all network users (for example no user can download file greater than 1 GB).
Is this something to do with firewall, can we configure firewall to set download max limit to 1 GB.
Please let me know any inputs you have.
