how can I create a file which is writable for all vista users of a system?

file.setWritable(true, false);

doesn't seem to work.

upon further investigation....

when a file is created in vista. it is read-write-executable for admins and the file creator. it is read-executable for all other users. if i call file.setWritable(true, false), after creating the file. the "other users" permissions group is removed. meaning "other users" have no permissions for the file.

Don't get me started about those stupid light bulbs.
