Err... wouldn't that be under 'Sub Projects' at http://jakarta.apache.org/ ...

The information under "Sub Projects" is somewhat brief.
I am wondering why Struts and Turbine are both frameworks but Velocity is just a template engine?
Can someone pls enlighten me on the difference between framework and engine?
