1. upgrade your Java to version 1.6 - there is no good reason to be stuck at 1.4
2. decide what kind/style of a web service you want to publish - SOAP or REST - this will take a lot of thinking and reading - start with the Wikipedia articles and work from there.
3. once you have decided, you can look into toolkits

(I have links to SOAP vrs REST articles on my site)

Hi!
As mr Brogden says, get rid of Java 1.4 - it is even EOL and web service development has become very much easier since.
If you want to start learning about developing SOAP web services, I can recommend GlassFish - comes complete with a web service stack, good administration console and a SOAP web service testing tool. Very well integrated with NetBeans and Eclipse. Check out nice tutorials at http://www.netbeans.org
If you want to develop REST web services, I have positive experiences using Apache CXF and RESTlets and can recommend those.
Best wishes!
