What is Turbine (vs Struts)

I have had a look at Struts and hear it's pretty good but the Jakarta project also mentions Turbine as
"A model-view-controller framework for constructing web applications with either Velocity or JavaServer Pages"
Surely this is similiar to Struts, or am I missing something?
