can the Oracle database be run on Mac OS X 10.5.8 (NOT the server edition)?

You can run/install it on Tiger client (10.4) - but not on Leopard client (10.5)

they not released for Lepard hope they will released atleast express edition for leopard/snow leopard

I think it's very unlikely that they will, perhaps we'll have to wait for 10.7 or OS XI, but that's just a thought.

It is somehow possible to install a Oracle DB on a OS X client - but you need to do all the install manually, and hope you have done it correct.

The server tool that where included in Tiger clients, are from Leopard excluded - so it is this server tool you need to replace with you own tool - or you really understand HOW the installation is working, then maybe you can do it on a Leopard/Snow Leopard without any new tools added.

Just run VMWare Fusion or VIrtualBox and install Oracle on a Linux Virtual Machine.

It tells you how to install and run Oracle database 10.2 natively on 10.5.4 / 10.6.
