not able to run java/jsp files on NETBEANS

I installed NetBeans3.4 version on my desktop (windows2000) and trying to run java/jsp files which contains STRUTS classes.
I am getting the following error messages while compiling the files.
jsp/login.jsp [42:4] Unable to load class org.apache.struts.taglib.html.FormTag.
