The well known example from K&B's exam open book (#31)

But there is another behavior if we change continue to break.

The break statement has no effect.

Note that you are labeling an if statement not a loop (also why continue won't compile).

As your code stands it does thw following.

Your code breaks out of an if statement that would have ended anyway.

You can only use labeled continue to continue to loops not if conditions or general blocks with labels but this doesn't apply for break. These excerpts from the JLS might help

A continue statement with label Identifier attempts to transfer control to the enclosing labeled statement that has the same Identifier as its label; that statement, which is called the continue target, then immediately ends the current iteration and begins a new one. The continue target must be a while, do, or for statement or a compile-time error occurs.

I tried this after finding the illustration: (source)

And it breaks fine from while loop, which is actually labeled, it prints 8, then breaks, then just for loop procedes. The if statement stands instead of {} here, i assume.

That's necessarily for this example, if you have a code like this

Then the break will have effect...

labelled break can be used for any code block but the necessary requirement is it should break the codeblock with that label. labelled continue can only be used for loops with the same label.
