This probably can go in architecture forum, not sure though.

If you have an NFR (Non Functional Requirement) that says that a web application should support these screen resolution: 1280 by 1024 & 800 by 600, without any scroll bar.

What would your approach be?
Do we develop the application & test it with different resolutions to verify or what can be done before getting into build?
